As an administrator, if you want to make an accouncement to all logon users, you can go to the Admin Panel. And then click System Management -> Announcement Panel in sequence, on the right side of the panel, you will see a textarea. Just enter the contents of the accouncement and click the Announcement button. Then the accouncement will be broadcasted to all logon users.
